I have heard of those called both A and B interchangeably.

Usually with the descriptor of furniture added before B.

Pirra? Never heard that one before, but after googling for a minute, I would accept that one if I was in Europe.

I'd call it a hand cart or a dolly, I've heard people call them hand trucks, and never heard the word "pirra".

Well, using my mind powers (reverse Google search) I can determine that you call that contraption a hand truck. You also put it as answer A) so some bias must exist. All in all, I refer to it as a hand truck or hand cart.

To me, B) Dolly. It is closely related to A) hand truck though.

A hand truck, IMO requires the second set of wheels that usually fold up when you want to use it as a dolly:

And of course there is cousin to both, the Appliance Dolly with the little belt/ wheels for stairs:
